The Malecón has been developed extensively since 2004, supported by both the city and many of the local businesses that cater to tourism, with a number of the artworks along the Malecón donated by local businesses.
This sculpture was donated by local business owner Luis Cano, and is not far from another mermaid sculpture with 3 dolphins.
